It can be purchased from NPC merchant Granny Grey in Ponydale, Sales Pitch in the Crystal Kingdom, or Grassy Fields in the Sweet Apple Orchard.
It can also be looted from an Apple Dryad.
If you're an Earth pony, you can get some by planting apple seeds and then harvesting them after they've fully grown, but you must be level 26 in your farming talent to plant these.
